Press the Shift key while you drag the middle mouse button to pan the view.
Press the Shift+Ctrl+Up arrow key to pan up.
Press the Shift+Ctrl+Down arrow key to pan down.
Press the Shift+Ctrl+Left arrow key to pan left.
Press the Shift+Ctrl+Right arrow key to pan right.
Choose View tab→Orient group→Pan 
.
Click in the view you want to pan.
Click in the view again to show how far you want to pan.
Tip:
You can drag to dynamically pan the view.
To exit this command, click the right mouse button, press the Esc key, or select another command.
