Activate part is not required prior to part editing.  When Solid Edge switches to part modeling mode for editing purposes, the part automatically activates.

Note: You can use the Inactivate command to improve performance. If you need to position another part in the assembly with respect to an inactive part, the inactive part is automatically activated when you select it.
